Rose was penalized with permanent ineligibility from baseball in August 1989 (his final year as a manager and three years after retiring as a player) amid allegations that he gambled on baseball games while playing for and managing the Reds; the charges of wrongdoing included claims that he bet on his own team. After previously rejecting such players by tacit agreement among voters, the Baseball Hall of Fame formally decided in 1991 to bar anyone on the permanently ineligible list from induction.
